The Uganda Medical Association (UMA) has called for the immediate release of Dr. Kizza Besigye, the veteran opposition leader currently imprisoned at Luzira Maximum Security Prison, due to his rapidly deteriorating health. Besigye, a prominent figure in Uganda’s political landscape and a four-time presidential candidate, has been detained on charges of illegal possession of firearms, ammunition, and treachery. The UMA’s intervention comes after alarming reports of his declining health, which have prompted widespread concern from both his family and medical professionals.
Besigye’s Health Crisis
Dr. Kizza Besigye’s health has become a focal point of national debate following his frail and weakened appearance during a recent court appearance. Besigye was scheduled to appear before Buganda Road Chief Magistrates Court on February 11, 2025, to face charges of inciting violence. However, he failed to attend, sending a note to the magistrate explaining that he was unwell and unable to appear in court. The magistrate’s response was to order that Besigye be produced in court, regardless of his condition.
When Besigye finally appeared in court on February 13, he was visibly weak and struggling to breathe. His condition has sparked urgent calls for his release so he can receive proper medical care, which his supporters argue is unavailable in detention.
UMA’s Urgent Appeal
In a statement issued on February 15, 2025, the Uganda Medical Association (UMA), through its Secretary General Dr. Mirembe Joel, expressed deep concern over Besigye’s health. UMA emphasized the gravity of the situation, highlighting disturbing visuals from Besigye’s recent court appearance that showed significant signs of physical illness. The statement noted that Besigye is suffering from health issues that have worsened to the point where he urgently needs specialized medical treatment.
“Based on reports and disturbing visuals from his recent court appearance, it is evident that Dr. Besigye is quite physically sick and suffering from health issues that have significantly deteriorated, signaling an urgent need for specialized medical intervention from a healthcare team and facility of his choice,” Dr. Mirembe said.
UMA stressed that the Ugandan constitution guarantees every citizen the right to healthcare, and this right should not be restricted, especially when someone’s life is at risk. “We assert that Dr. Kizza Besigye is entitled to the highest standard of healthcare available in our community or any other medical facility, depending on his personal and family choices,” the UMA statement reads.
Legal and Human Rights Concerns
The UMA further emphasized that Besigye’s right to proper medical care should be upheld, even under detention, as stipulated by international human rights standards, including the United Nations Standard Minimum Rules for the Treatment of Prisoners. These guidelines call for humane treatment and access to medical care for incarcerated individuals, regardless of their charges or political status.
Besigye’s health has deteriorated to the point where he is reportedly unable to control some of his motor functions, a worrying sign that his condition is becoming critical. The UMA’s statement called for Besigye’s immediate release on medical grounds, arguing that he requires continuous medical evaluation and care that the prison system cannot adequately provide.
“With his critical condition, as observed in his inability to control motor functions and other concerning symptoms, we urgently call for his immediate grant of bail on medical grounds,” UMA’s statement read. “This will enable him to access specialized medical care and nutritional support, which may not be feasibly provided within the confines of detention facilities.”
Calls for Action from the Authorities
The Uganda Medical Association has urged various authorities, including President Yoweri Museveni, the judiciary, the Uganda Prisons Service, and parliament, to act swiftly to grant Besigye’s medical release. UMA advocates for an independent medical examination by qualified professionals to accurately assess his condition and provide an appropriate course of treatment. This would ensure that Besigye receives the necessary care to prevent any further deterioration of his health, which could have irreversible consequences.
Should Besigye’s release be delayed, UMA has called for the provision of continuous medical supervision within the prison to manage his condition adequately. “Should there be a delay in his release, the authorities must ensure continuous and competent medical supervision and intervention during his detention to mitigate any further health complications,” UMA urged.
Lawyer’s Warning
Besigye’s lawyer, Erias Lukwago, also raised alarm over the opposition leader’s deteriorating health. Lukwago, who is also the Lord Mayor of Kampala, warned that Besigye’s life could be at risk if he does not receive specialized medical care. He pointed out that Luzira prison is ill-equipped to provide the kind of medical treatment Besigye needs, and continued detention without proper care could have catastrophic consequences.
Lukwago’s statement echoes the growing concern among Besigye’s supporters, who argue that the political motives behind his detention have led to his current medical crisis. Besigye’s family has long accused the government of engaging in a political vendetta against him, with his detention viewed as an attempt to silence a key opposition leader.
National and International Reactions
The calls for Besigye’s release have resonated not only within Uganda but also on the international stage. Human rights organizations, as well as foreign governments, have expressed concern over the handling of Besigye’s case, particularly the lack of access to adequate medical treatment. The political implications of his continued detention are significant, as Besigye remains one of the most prominent figures in Uganda’s opposition.
The pressure is mounting on the Ugandan government to act quickly and grant Besigye the medical release he desperately needs. As his supporters rally behind his cause, the political landscape in Uganda is being shaped by this critical moment in Besigye’s fight for justice.
The Road Ahead for Dr. Kizza Besigye
The future of Dr. Kizza Besigye remains uncertain as calls for his release intensify. As the government faces mounting pressure from the Uganda Medical Association, human rights advocates, and the international community, it is clear that the stakes are high. Besigye’s health, once a symbol of his resilience, is now a battleground for his survival—and for the future of political opposition in Uganda.
The question remains whether the government will heed the growing calls for his release or whether Besigye’s health will continue to suffer behind bars. For now, the fate of Uganda’s most prominent opposition leader hangs in the balance, as the nation and the world watch closely.
