Uganda Accuses German Ambassador of Undermining National Security Through ‘Clandestine Activities’

The Ugandan government has raised serious diplomatic concerns about German Ambassador Mathias Schauer, accusing him of engaging in covert and unlawful actions that violate diplomatic norms and threaten national security.

According to a statement issued on May 23 by Colonel Chris Magezi, Acting Director of Defence Public Information, intelligence agencies in Uganda have flagged the ambassador’s activities as “undiplomatic” and in breach of the 1961 Vienna Convention on Diplomatic Relations.

“The intelligence services are aware of his clearly undiplomatic practices that have taken place in different parts of the country for some time now,” said Magezi.

Secret Activities and Rebellion Threats

Ugandan authorities allege that some foreign missions, particularly the German embassy, are linked to funding and supporting rebel groups aiming to destabilize the country. These claims come amid heightened security operations targeting:

  • Organised armed rebellion
  • Planned bomb attacks on public spaces
  • Massive vandalism of electricity infrastructure

Security officials believe these actions are designed to sabotage the economy and disrupt the upcoming 2026 general elections.

The most affected districts in the alleged acts of vandalism include Wakiso, Mukono, Kayunga, Luweero, Nakaseke, Kiboga, Nakasongola, Mityana, Mubende, Mpigi, and the Greater Masaka region.

Links to Opposition and Youth Radicalization

Magezi stated that many of the arrested suspects had previously posed as members of opposition political parties, particularly the National Unity Platform (NUP). Several are currently in detention awaiting trial.

The Inter-Agency Security Committee—led by the Chief of Defence Forces and composed of the UPDF, Uganda Police, Prisons Services, and intelligence organizations—is spearheading the efforts to dismantle what they describe as terrorist and subversive networks in Kampala’s ghetto communities and across central Uganda.

Uganda Warns of Foreign Meddling

“There is strong evidence tracing some of the funding and mobilisation for these negative and traitorous groups to European diplomatic missions in Kampala,” Magezi stated, warning that Uganda will not tolerate foreign interference.

The government has initiated formal diplomatic engagement with the German mission to address the issue.

“The Uganda People’s Defence Forces and the Inter-Agency Security Committee strongly condemn foreign influence in Uganda’s internal affairs and will take decisive action against those who seek to destabilise the country,” Magezi emphasized.

Message to the Youth

Ugandan security agencies are urging the youth to reject manipulation by foreign agents and opposition groups. Instead, they encourage young people to engage in government-backed wealth creation and development programs aimed at long-term livelihood improvement.

Magezi concluded with a stern warning: “Local traitors and foreign agents involved in destabilising Uganda will be identified and dealt with according to the law.”
